The United Nations Human Rights Council published its landmark report of the commission of inquiry on human rights in the Democratic People’s Republic of Korea ten years ago. That report documented “systematic, widespread and grave violations of human rights” in North Korea. But the international effort to ensure accountability, involving U.S. coordination with allies such as the Republic of Korea and through the United Nations, is only just beginning. The U.S. State Department describes credible reports of unlawful or arbitrary killings by the government, harsh and li
